Yes. Goa is best visited from November to February ...

November to Jan is more cooler, pleasant to roam around, lots of parties , dances and events

Feb : is the traditional Carnival dances, floats and similar events, but is warmer 

March to June / September to Oct : is Extremely Humidity, with levels touching 78 and 90 .  Best Part is march to april is Fruit season, with mango, cashews etc etc...while in Sept to Oct , you can experience or watch the rice being harvested.

While June end to September beginning is all Rains , with climate varying from pleasant, thunderstorms to humid. best part of this time, iS UTMOST greenery !!!!!!!!!!!!!
